First I thought it would be for the trailer, but the EA press conference starts 2 hours before that, and it surely wouldn't last two hours.
Lots of people are saying beta announcement. While it would make sense that they'd start now, it would be too good to be true imo
That being said, E3 doesn't open until the morning after.. Making it unlikely to be some kind of gameplay announcement I think. It's mysterious alright >.> I might just stay up until 1 AM to find out what it is

Considering I've seen two 5-minute free vids like that for advertisement purposes in the last 24 hours, I'm sure they could afford it. A movie would probably be about 1,5-2 hours long, so they'd only have to make it about 9-12 times as long as said trailers put together. The movie would also have to be a lot less action-intense relative to the length, which would probably reduce the cost of each frame considerably. That's assuming they don't go for the most expensive voice actors they can find, of course
They could set the plot to the Old Republic period, and thus create more publicity around TOR.
Hell, to avoid having to put too many writers on it, they could simply make a movie about Revan, as seen in KOTOR.
